How to read Vietnam's IT talent market
Vietnam's strength is scale and supply speed. TopDev's 2024–2025 report counts ~560,000 IT workers and ~530,000 developers, with 55,000–60,000 graduating from related majors each year.
But the headcount alone misleads. Industry assessments in the same report series put the share of graduates meeting practical requirements at ~30%, with a projected shortfall of 150,000–200,000 people a year through 2025 (estimate). Verified, project-ready talent — not nominal developer count — is the bottleneck.
The pool skews junior: 45%+ junior-or-below, ~30% middle, ~18% senior (2024, TopDev), so seniors, architects and PMs are relatively scarce. English is another variable: Vietnam ranked 63rd of 116 in the EF English Proficiency Index 2024 (score 498, "Low"), so English/Korean-capable staff must be secured separately.

Separate three things: (A) the salary paid to the employee, (B) the loaded cost after employer contributions, and (C) the outsourcing/dedicated-team charge rate paid to a vendor. C is materially higher than A.

B. Loaded cost with employer contributions

Korean case study — how to read Samsung R&D
Samsung's Vietnam Mobile R&D Center (SVMC) is a symbol of scale. Samsung invested about US$220 million to build an R&D center in Tay Ho Tay, Hanoi, opened in December 2022. From ~2,200 engineers at construction start toward ~3,000 when operational, Samsung described it as its largest R&D center in Southeast Asia (Samsung newsroom and press). It works on smartphone/tablet software plus AI, IoT and 5G.
The point is not "Samsung is there, so should we." Samsung runs this model on the back of large capital, years of talent development and entity infrastructure — not something an SME should copy wholesale. Still, there are lessons: a hiring pipeline with top Hanoi engineering schools, phased headcount growth, and a long-term view of internalizing R&D.
There are other references. Through its Vietnam automotive-software subsidiary LGEDV, LG ran about 1,100 R&D staff as of November 2024 (targeting 1,200+), starting in Hanoi (2016) and incorporating as a subsidiary in 2023 (LG newsroom). NAVER partnered with Hanoi University of Science & Technology (HUST) in 2020 and opened an AI research center in 2021. The common thread is university linkage and phased expansion.
Risk & control checklist

- Source code/repos: client owns and controls repositories and CI/CD access.
