What happened

Korea's Financial Services Commission (FSC) discussed bilateral financial cooperation in Ho Chi Minh City. The Korea–Vietnam Financial Cooperation Forum on May 13 drew about 100 participants from both countries' regulators and financial institutions, co-hosted by the Korean Consulate General and the Ho Chi Minh City International Financial Center (HCMC IFC). It is a concrete follow-up to the April Korea–Vietnam summit.

Two core agendas — QR and NPL

The forum reviewed two cooperation items: interconnecting the two countries' QR-payment systems, and exporting a Korean-style non-performing-loan (NPL) resolution model to Vietnam. Both stem directly from summit-level agreements.

An HCMC IFC, drawing on Yeouido and Munhyeon

The first session covered the HCMC IFC development strategy and Korea's two financial centers (Seoul's Yeouido and Busan's Munhyeon). The FSC assessed that experience as useful reference for building international financial centers in Ho Chi Minh City and Da Nang.

What it means for Korean companies

As cooperation moves from individual entry to institutional and infrastructure linkage, Korean fintech, payments (PG), NPL-management and financial-infrastructure firms gain a more standardized entry route. But finance carries high regulatory and licensing barriers, so an agreement to cooperate does not equal approval for a specific business — timing entry to the pace of institutional development is key.

Opportunities

  • Entry base for Korean fintech/PG/payment-infrastructure firms via QR interconnection
  • Model export by Korean firms with NPL-resolution and asset-management know-how
  • Advisory and systems supply during formation of the HCMC/Da Nang IFCs

Risks

  • Finance has high regulatory/licensing barriers — a cooperation agreement is not a business license
  • Commercialization timing may slip with the pace of institutional development

Recommended actions

  • Monitor FSC and local regulators’ QR/NPL cooperation progress and detailed rules
  • Identify advisory/systems-supply opportunities aligned with the HCMC IFC roadmap
  • Review local financial licensing and foreign-ownership rules in advance
